This is a wine maroon velvet 2 piece dress from the late 1930's or early 1940's.  It features tucks at the shoulders, pleated shirring at the shoulder, and matching covered buttons with rayon loops down the front.  The skirt is paneled, opens on the side with a well working metal sipper.  The labels are gone in the back neckline.  This outfit has been drycleaned.  It's in very nice shape.  Comes from a smoke free home.
