Looks like someone with dirty hands tried this on, bought it and then stored it. We buy hat collections of mostly new vintage hats. It was wiped down since a cleaning May damage the hats foam. The foam is not damaged, but is thin ..and the hat looks to be from the early 80s. Please see pics for exact description. L-XL Fits about 7 3/8 with 6 snaps engaged.
