Installation step:
1.Insert base into stake pocket
2.Place bottom backing plate into hole
3.Insert screws and pull outward on ring while turning screw
4.Just before snug, center the anchor in hole
5.Once the screws are tight, give the screws one last 1/4 turn
6.Do not over tighten - avoid power tools and ensure screws are only hand tight
