This is a toy cut out sheet for making a model of the United States Cruiser Philadelphia. It is an Art Supplement To The Press, dated Feb 23, 1896, Philadelphia. The heavy paper sheet measures 15" x 10 3/8". A unique toy cut out and a nice Spanish American War era US Navy item. 

Please see photos for overall condition.  The left bottom corner and top left are missing, there are some creases at the bottom center and right corner as shown in photos. Some tears have been taped on the back.
