Vintage McCall's 1980's by Laura Ashley. 

Pullover blouse has tucked front, buttoned front opening, collar with ruffle and sleeves with gathered cap; long sleeves are gathered into buttoned cuffs, shorts sleeves have tucks and ruffle. Unlined, buttoned vest has patch pockets, back tie belts and top-stitch trim. Tiered skirt has tucks, hemline ruffle and elastic in waistline casings. Petticoat has ruffle with lace or eyelet trim and elastic in waistline casing.
