This is signed and dated in the lower right. Not exactly sure on the medium but looks like a charcoal or pencil drawing. 

The piece is actually 11.5" x 8.5", and framed it is roughly 17" x 15.25". The frame is in decent condition, corners are not tight. I'm not sure on the material but it is some sort of faux wood.
