PROTO  4709T USA MADE   SOCKET 1/4" DRIVE  9/32" 12 POINT    no visible wear,   could be some exterior blemishes as in scratches,  may be engraving.

FYI -- GRIND MARKS OR ENGRAVING come about when the gov. issues a tool, it is engraved with some numbers by the person it is issued to.  Usually before the tool is sold by the government the numbers are ground off, making grind marks.
