This is a reproduction of a piece of mammoth bone that was fashioned into a fire starter palm handle. Ancient peoples discovered that friction could start a fire and made starters using a bowed stick, a string of some kind, a sharpened wooden stick and a handle.
This shows the round hole where the sharpened stick rested when held.
