Indianapolis was the host city — it was also the National Headquarters for the Journeymen Barbers' Union at the time. Their international offices were located on East Michigan Street, downtown Indianapolis.

The combination of the US Stars and Stripes, and the British Union Jack on the top bar, represents the "International" part of their name. The JBIU had strong, active local union branches spanning both the United States and Canada — which used the Canadian Red Ensign/Union Jack motifs on international union pieces at the time.
