The Weston Model 627, introduced around 1933 by the Weston Electrical Instrument Corporation, is a vintage selenium cell light meter designed specifically for motion picture photography

Loupe Form Factor: Shaped like a jeweler’s magnifying loupe, it features a compact, elegant metal cover that hinges open to protect the selenium photocell. 

Cine Calibration: Built specifically for movie cameras, it was hard-calibrated to standard silent motion picture speeds—typically 16 frames per second (fps). 

Direct Aperture Readings: Instead of giving an abstract light value that requires complex calculation, the dial directly correlates light levels to recommended f-stops based on the selected film speed. 

Selenium Operation: It relies on a passive Photronic selenium photovoltaic cell, meaning it generates its own electrical current from ambient light and requires no batteries

NOT WORKING - the needle appears OK and not locked into place, but the needle does not indicate any light reading. Selenium cell dead? Or internal corrosion?

The unit does not show much wear. I see no issues. Just not working.
