I've never used one of these, but the Leroy Scriber has a working swiveling arm and screw. See the photos, it should work fine, but I don't have the knowledge to know if anything is missing.

The lettering pens were loose in the scribe box when I purchased this, I believe I matched them up correctly, but each has two pieces inside the case.
