I believe this to be Napoleonic prisoner of war work made between 1793 - 1815 and of animal bone of some kind. It has been suggested that it is a pounce pot.
Although beautifully made and detailed the pot has suffered with time. There are numerous cracks to the body and a few minor chips to the base and finial. The stem to the base seems to have been glued at some time as can be seen from the photographs.
The pot however remains a very handsome piece and a good example of its kind.
The pot is 87 mm in height and 33 mm at its widest diameter. It weighs 49 grams.
