Material: Silver-plated on copper (E.P. Copper, lead mounts), a common practice for quality vintage silver plate items. 
Note: The backstamp "LEAD MOUNTS," indicates that lead is used in the base or mounts of the item, likely as a weighting material. The item is electroplated silver on a copper base (E.P. Copper). The lead is typically contained within the object and covered by the other metals (copper and silver plate).
