It is actually brand new but the connection between the AC adapter and the control is weak. You have to push it really hard and twist to get it to make a connection and turn on. But it does turn on eventually, and so does the pump. If you know how to repair electrical things, this is likely an easy repair. It could also likely be repaired with a new controller. It may just be that the metal prongs inside the receiver are pushed in and not sticking out far enough to make consistent connection.
