This is a Very Nice antique PICKLE CASTOR from the ACME Silver Plate Co., of Boston, Mass. - circa 1885.
The Frame is Quadruple Silver Plate. It has a recessed Jar holder with a crimped skirt, applied flowers front & back, roses at the base of both sides of the double hoop handle, a fancy floral hook for the tongs and an openwork crown on top.

The Jar is an EAPG, Ruby flashed, Hexagon BLOCK pattern - possibly made by Duncan & Miller (1888-1891) - it fits perfectly in the frame. It's lid also fits nicely with just a little play - not a match to the frame but a nice compliment.
