George H. Elliot played a pivotal role in strengthening Alcatraz’s defenses during the Civil War era, overseeing major excavation and expansion projects for key batteries and helping modernize the island’s fortifications in response to evolving warfare. One of his most impactful contributions was introducing the use of military prisoners as labor, significantly reducing costs while accelerating construction, an approach that would shape the island’s development for years.
