According to one of the leading authorities on vintage silver bars:

Stanley Robert Mitchell [1881-1963],mineralogist, metallurgist and businessman, established himself as a gold assayer in 1911.  He founded S. R. Mitchell & Co. Pty Ltd in the mid-1920’s and operated as a major refiner of precious metals.  The majority of ingots defined on this page are believed to have ben produced from 1970 through the early 1980’s. 

This is from the 2nd series 1 KILO class ingot produced by S.R. Mitchell Company.  This ingot features the SCCC ins and Commodities Southern Cross Cos counterstamp.  Australian bullion retailer, Southern Cross Coins & Commodities, applied this SCCC cloverleaf counterstamp. They operated their retail store at the corner of Bourke & Exhibition Streets in Melbourne, Australia.
