In May of 1996 McDonald's Happy Meals offered a set of eight toys featuring the Marvel Comics Super Heroes. 

There were three figures, The Hulk, Human Torch, and the Invisible Woman, and four vehicle toys, Spider-Man, Wolverine, The Thing, and Jubilee. The Storm toy when pushed made sparks in the blue plastic tornado.

This is for the Human Torch figure. The images of the figure are stock photos but the first 2 photos are the actual item for sale, new and un-opened in the original package.
