Previously, such pennants were awarded to the best teams, teams, divisions at plants, factories and other enterprises for successful advanced work. It was considered an honor to have such an award; these were the best teams that set an example for others (production leaders). Basically, almost all pennants have a double base fabric, which is very advantageous, since if one side is damaged, the other can remain undamaged.
