This is a "tactile" watch developed for the visually impaired.
It has a built-in magnet, and the two balls move to act as hour and minute hands.
Bradley watches feature raised hour markers that are tactile: triangular markers for 3, 6, 9, and short line segments. Two magnetic ball bearings move across the watch face in separate recessed tracks: one track in the center of the watch face for each minute, and one track around the outer edge of the watch face for each hour.
To tell the time by touch, place your finger on the raised hour marker and feel the ball bearing position. If either ball bearing is stuck, shake your wrist and it will return to the correct position.
