This is a vintage Keystone 1030 Everflash Disc Film Camera.

It is a viewfinder camera designed for Disc film, which was introduced by Kodak in 1982 and discontinued in 1999.

The camera features a built-in electronic flash and a focusing mechanism that can be switched between portrait and landscape modes.

It operates with a manual film advance using a thumb cocking-slider and is powered by two AA batteries.

While the flash requires batteries, the camera can be used for daytime outdoor pictures without them, as the manual film advance and shutter cocking do not require power.
