The top is navy blue textured fabric, with a square neck; there is a self-fabric ruffle around the sleeve openings. There is a wide band around the front & back yoke, & 3 gold buttons down the back yoke.  The back of the skirt curves up to the band.  

The top is new without tags; the shorts are new, but have been washed but never worn.  The 2 pieces did not come as a set - I matched them when purchasing them.
