This is a NOS GM electric air control and switch valve that is part of the emission system on the 2.5 liter 4 cylinder engine.  The only definite reference I could find was to the 1981 model GM.  The smaller cars using the 2.5 engine includes Citation, Chevette, Omega, Phoenix.  I suspect they used this in other years but I can't confirm.
