Camcorder powers on and picture mode works fine — you can take still photos with no issues.

However, the video function (recording/playback) does not work. It shows a safeguard error, which usually means a problem with the tape mechanism. Because of this, it's unlikely to play MiniDV tapes reliably.

Sold as-is, likely for parts or repair.
