Vintage Deborah Designs Exotic Feather Pillbox Hat covered with Netting and Reflective Glitter Accents

Not sure on size.  Interior Label says "22", but do not know if it refers to the design or the size.  I have a 

medium-sized head and it seems to fit me fine.
