To produce a glow in the dark effect, you need a UV bulb with a wavelength around 365nm which is considered the optimal range for most glow-in-the-dark pigments, often referred to as a "blacklight" bulb; most commercially available glow-in-the-dark bulbs will emit UV light within the 385-400nm range.
