Foil balloons should be inflated with a foil balloon regulator or low pressure air compressor. Helium filled balloons will expand when placed in hot conditions and shrink when placed in cold conditions. Make sure to keep balloons away from ceilings or sharp objects to prevent popping. Balloons are not considered defective if mistreated or improperly inflated.
