Fiat many models badgework / script  bodywork plug.

This plastic plug fits into the vehicle bodywork, and then the badgework / script pins push into it, this is to prevent the pin touching the bodywork and helping prevent corrosion.

This listing is for the plastic plug, hole size approx 2.8mm, outer diameter approx 4.7mm, overall length approx 12.5mm

Used on many older Fiat models,  fiat 500, 600, 850, 128 , 1100, 1500 , 2300 etc

Have been sitting in a box for the last 30 years, new.
