The tool is used from a government facility so it may have some silicone, tape or other residue left on part. It may also have paint scratched or rubbed off from use or residue removal.

Tools could have minor oxidation from use but mostly from shelf wear, should not hurt the form or function. They may also work stiffly but should loosen up after mechanism is lubricated and used, that is what they need, to be used and put back in service..
