Unsure of the brand but they were bought in TKMax in the mid 90s for an event. Some research shows them to be part patent, Bobbies (which can be seen on the pricing sticker underneath) brogue / dance shoes. They had slippery bottoms, so I had them heeled and soled which helped, and I wore them less than half a dozen times. They've been sitting in the cupboard ever since so they have started to flake some. It's not overly obvious, and maybe it can be resolved. The patent isn't flaking at all, so | assume it's just the waterproof sealant on the pattern part.
