Testing:
right now my signal generator that would cover 75MHz is not working, so I tried two different methods, first I drove the multiplier with my Agilent 4408B spectrum analyzer's reference frequency output and found some promising but not really definitive results. Then, not being happy with driving this with the wrong frequency I realized I had a VNA that produces a sweep that I can easily set to where I want it, in this case I want it approximately CW at 75 MHz. So the first pair of analyzer photos are the VNA set to a 1 Hz span at a 75 MHz center frequency, and then the SA showing (yay!) a peak at 2100 MHz (2.1GHz). That proves that the multiplier is multiplying by 28, exactly as it is supposed to.
Analysis

This confirms that the device is operating as designed within its intended frequency range, producing output in the center of the specified S-band region.
