We advise you to change both bulbs at the same time in order to have the same color in each headlight.

If your 2 bulbs come from 2 different suppliers, you will have little chance of having exactly the same color.

And they may not last as long as if you change both at the same time.

If you change by one, you do so knowingly ;) 

Over time, the color of a xenon bulb changes.
