This is a Vintage "Onyx" (Lamp Base Spacer), (Stand) or (Paper Weight). 

It has a (Round Shape). It has a (Hole for a Lamp Pole). It has a (Fitter Hole) on its bottom Section.

PLEASE NOTE: It has a very small chip on one side of its top rim section (please see pictures).
