It’s the late Sudan president Gaafar Nimeiry, a disastrous former Sudanese head of state. He came to power in a coup in the May Revolution of 1969 and stayed in power (under various titles) until he was ousted in another coup in 1985. In the early 1980s, facing discontent with his rule and under pressure from rivals, he began a shift towards Islamism and Sharia law. This shift triggered the Second Sudanese Civil War, pockets of which are continuing to this day, and it ultimately led to the majority-Christian South Sudan splitting off from the rest of Sudan. Between direct deaths from the Civil War and related deaths from displacement, disease, and famine caused by the war, it was the most deadly conflict on the planet since WWII.
