This is a very nice metal chrome-plated Stegemann-Mink  License Plate Frame from Vacaville, CA.  Paint is like new and may not have ever been on a car.  Stegemann-Mink sold Buick, Pontiac, Opel and GMC Trucks in Vacaville in the 1960s..
