The dogs with the rose in the mouth, holding the sign the says "Free Tacos", and the one with the Santa hat DO NOT talk. 

The dog that is standing has a working voice box that says "Yo quiero Taco Bell".

Both of the dogs with the napkins on their collars have a working voice box that says "You're getting hungry, very hungry".

All of the ones out of the bags were played with when I was a kid, but are in very good condition. Though the napkin around the dog's collar (on the one out of the bag) is discolored.
