This is a beautifully-crafted, 1960s, figural, 3-piece cocktail bar set, which includes: 1 double jigger, 1 bar spoon, and 1 bottle opener.  I believe the set to be silver-plated, although it's possible it could be stainless steel.  Very clean, very beautiful, with a mid-century modern feel.  The equestrian-style horse head, with red band, is lovely.
