During the Victorian era and into the early 20th century, decorative containers were made for many food items that went on the table.  Why stare at an ugly, uninspiring container when a beautiful piece of china could hide the original and make it pleasing to the eye? And thus the ordinary became the extraordinary.  A hole in the bottom allows you to remove the can easily by pushing it up.
