Cork measurements are displayed as TOP x BOTTOM x HEIGHT. The first two are the most important and your bottle opening should be in between these two measurements to fit correctly. If the top measurement is smaller than your opening, the cork will fall into your container, and if the bottom is too small, it will not fit into it! I also highly recommend leaving a few mm either side to allow for a secure fit and to account for measure differences (most measuring devices have slight variations).

For example, if your opening is 25mm, choose a cork that is at least 26mm at the top and 24mm or less at the bottom. For this, a 28x22x20mm cork would be ideal, as it is right in the middle, and has a little room either side.
