This is a connector kit, dated Dec 15, 1966, to assemble a GR 900-C9 connector.  You can read about this (now long forgotten) connector here https://worldradiohistory.com/hd2/IDX-Site-Technical/Company-Pubications/General-Radio-IDX/IDX/60s/GR%20Exp%201965_06-OCR-Page-0013.pdf, be sure to then load page 14 and 15 so you can finish reading.  The U shaped piece of what looks like wire in the kit is a special low temperature solder that comes iwth the kit.  I believe the missing part of the kit (the empty part of the foam) is the modified GR900 connector used as an assembly fixture.  These were $50 in 1965, so with inflation that would be $470 today .... but this is really a collectible for display.

A precision flexible-cable connector, the GR TYPE 900-C9, is the latest addition to the GR900 line. Why is such a connector needed ? Connector man ufacturers argue that there is a limit to how good a able connector need be because cables are generally poorer (some cable manu facturers indicate that cable vswR of l .20 i considered good). Some cable manufacturers hold that the cables are good and the connectors have been generally poor ( recent MIL connector vswR specifications are 1 .200- 1 .30) . Actually, both views are valid . ::viost flexible cables have random character istic-impedance variations that p rod uce significant reflection at microwaves ; but nevertheless, very good pieces of cable can be selected . The connector reflection in this case may limit the performance. Hence the need for a good flexible-cable connector. The TYPE 900-C9 Precision Cable Connector meets this need .
