Every district needs a building where the decisions get made, and this is the one everybody eventually has to fight their way into.

The real value here is that it does not lock you into one layout. The sections reconfigure, so the same building can be a long frontage down one table edge in one game and an L-shaped corner block choking a junction in the next. Multiple levels and an external staircase give you firing positions above the street without dead ground underneath, and the panelled walls take a neon wash or a sun-bleached ochre equally well.
