I have to inform you that I spoke to a Local  Post Office Clerk, and I was told what I had suspected. 

The Post Office is slowing down mail delivery. I live in a rural town of 15,000 and we use to have 3 mail trucks, now we only have one. 

And I was told the Post office no longer guarantees Next Day delivery it now takes more like two or three days.
