This neat, 3-Kopek, Imperial Russian postal stationery card(quite clean, and w/ little wear and tear around its edges) appears to have a unique story behind it. It was sent on December 4, 1906(according to the Julian calendar then used in Russia!), from St. Petersburg, Russian Empire, to Jaffa, Palestine, Ottoman Empire! The cost for such a service should have been 4-Kopeks! While the mail should have been marked as postage due, it wasn't. The St. Petersburg T.P.O. #8 machine cancel is superb! Noted imperfections aside, this remains a neat example of what looks to be mail sent shortpaid from St. Petersburg, Russian Empire, to Jaffa, Palestine, Ottoman Empire in 1906!

P.S. According to the U.S. government's Harmonized Tariff Schedule:

the Trump administration's removal of the "de minimis" exemption(from 08/29/2025) for certain imports from Japan does NOT apply to buyers of philatelic or postal history items, nor collectible post cards. SHOULD American-based buyers be mistakenly asked to pay duties on purchases, they are welcome to send their purchase(s) back for a full refund. As always, thank you for your interest in my store! If you have purchased from me in the past, once again, thank you for your business!

Sincerely,
