You can see from the photos it look to have been rebuilt but not finished. Dim bulb tester tells me it needs more work, from the 950's I have rebuilt the parts do look correct. Wish I had time to figure it out but I dislike working on units someone else started to work on. This unit has only been plugged into a dim bulb tester. If I had to guess, project was started but did not know how to set bias, I am unsure of this though. Cosmetics looks to be in good shape. Jumpers in back are missing. Tried to get many pictures so you can see what I see.
