I put in fresh batteries, tested it out, and it's in good working order.  I also cleaned it up a bit as well.  The voice sounds very similar to Kevin Conroy's Batman from The Animated Series, but I'm not sure if it's him exactly.

It needs 3 LR44 or equivalent coin batteries, but those are not included.  No tags included at all, they were cut off.
