WWI - PROCLAMATION - German Military Commandant Lille - BRITISH PROPAGANDA:   The proclamation orders the deportation of residents to areas of France "far behind the front" to work in agriculture for "providing better for their subsistence."  "Inasmuch as this is an irrevocable measure, it is in the interest of the population itself to remain calm and obedient."  The Commandant - Lille, April 1916.
