This is a vintage 1960s Walt Disney Productions Uncle Scrooge (Scrooge McDuck) giant vinyl squeeze or "pouet-pouet" toy, originally manufactured by Ledraplastic (Ledra) in Italy. Scrooge McDuck is 14 inch tall and has movable arms , legs , head and waist. It is in good condition with great color. He does stand on his own if arms and legs position correctly. That top hat has some wearing of black color due to use and age there is a hole through his right hand, where he apparently held a cane at one time. I do not have this cane, but could easily be made out of wire. It is squeezable, but no noise appears to come from duck.
