Surfing Pikachu #025 — 1997 JR East Stamp Rally Special Card (Non-Glossy)
Japanese Pokemon Trading Card Game promo card distributed by JR East during the Pocket Monsters Stamp Rally campaign held from August 9 to 17, 1997. It was awarded to participants who collected stamps at all 30 participating stations, and was handed out together with Mew LV.8. The card was never sold at retail.
