Among the most prominent figures in the territory was David Rorer (1806–1884), a pioneer attorney, land agent, and legal scholar who had moved to Burlington in 1836. Rorer achieved national fame for representing the fugitive enslaved man Ralph in the landmark 1839 Iowa Supreme Court case In re Ralph—which established that enslavers could not enforce slavery on Iowa's free soil—and he later authored foundational legal treatises on judicial sales and interstate law.

This compelling stampless folded letter was written to Rorer on June 22, 1845, by an exasperated creditor named Samuel Smith from "Cedar Creek, Greene County, Tennessee." Smith urgently demands the status of a debt collection against a man named John Davids, writing: "I have written you time after time... I have now been long enough kept out of my money... as I am hard press'd for money I dont wish you to show any further lenity... or I will have to come and see about it which I dislike to do it being a long distance."

Postmarked in manuscript at upper left "Cedar Creek Ten / 27th June" with a bold "25" rate marking for the long-distance overland transit exceeding 400 miles, the letter reached Burlington in Iowa Territory where Rorer docketed it on the reverse ("Letter from Sam'l Smith / answer'd July 16/45").
