This is such a unique spoon but unfortunately the bowl is damaged.  The spoon was probably manufactured at the very beginning or before golf was established at The Greenbrier.  Note the golfer is in the early days attire of a beanie cap & knickers!  I would say this was an Oakhurst piece so about the earliest of U.S. Golf Memorabilia!  For those not familiar Oakhurst was the first established golf course in The United States!  If any questions please let me know
